ALLEGED TEEN RAPE VICTIM RELEASED FROM CUSTODY, BUT WITH GPS MONITOR

Frank Rackley, Sr, 37, abducted and raped a 17 year old girl in July 2011. The alleged rapevictim who was placed in juvenile hall to ensure she would testify was released from custody a weekbefore she is expected to take the stand in Sacramento. The teen will be released with GPSmonitoring to ensure she does not flee before the April 23 trial. She has a history ofrunning away from her foster home.
