A group of alleged pedophiles who supposedly volunteered with international charities in orderto molest children is being investigated by authorities in Britain and Canada. Contrary to popular impressions, most of the country’s oldest prisoners aren’t multiple murderers serving life sentences for heinous crimes committed in their youth.  Often, the very oldest are sex offenders imprisoned relatively recently and considered too dangerous to parole.  More than a quarter of Ohio’s older prisoners are sex offenders.  In Wisconsin, the total runs to 30%.  The federal Bureau of Justice Statistics found that released rapists were more than ten times as likely as ex-cons charged with other crimes to be rearrested for rape, according to a 1997 study.

A group of sex offenders, rapists and child molesters, mostly men, sometimes women, meets regularly in a little office suite a block off the Norman Rockwell-Style town square to talk about what drives their lust to have sex with children.  The goal of this program is not to cure molesters but to protect the community be reducing the number of future victims.  Most molesters have 200 to 300 victims in a lifetime.

Governor Paul Cellucci says the best way to deal with repeat violent sex offenders is to put them away for life.  Yet a program, begun three years ago by his own Parole Board, is being praised for treating sex offenders and claims a 100% success rate in preventing new crimes by convicted offenders.
