Acting on a tip, on July 26, 2002, police arrested James Burns, 30, and Edward Johnson, 24, wanted in the kidnapping-for-ransom of 7 year old Erica Pratt.  Authorities say she escaped from her captors by gnawing through duct tape.  Both men have criminal records and were captured before dawn just blocks from where Erica was abducted while playing with her 5 year old sister in front of their grandmother’s rowhouse.  The men apparently knew the Pratt family but the connection was unclear.  Court records show that the family had at

Enrique Sosa Alvarez, 23, was arraigned yesterday on rape, sexual assault and burglary counts.He abducted a 9 year old girl from her home. The girl helped win her release by telling him she wassick and then helped authorities make a quick arrest by memorizing his cell phone number. Heappeared in court in handcuffs and chains and with his right are wrapped in gauze. He was attackedby a police dog during his arrest.

The House approved a package of child protection legislation April 10 that would create a national Amber Alert child kidnapping notification network and strengthen the nation’s child pornography laws.  The House voted 400-25 for a compromise crafted by a House-Senate negotiating committee that would institute the national child kidnapping network urged by the family of Elizabeth Smart.
