MAN ARRESTED IN PAY-TO-PARK SCHEME

Steven Pappas, a 48 year old Brooklyn man, was charged on Friday withthird-degree burglary, a felony, and second-degree criminal impersonation, a misdemeanor after hetook over a shuttered city-owned parking lot in Lower Manhattan and charged drivers to leave theirvehicles there on at least two days in September. When police officers confronted Pappas, hefled, but left behind a soda can, from which investigators collected his DNA and identifiedhim. State records show that Pappas is a registered sex offender. He was convicted offirst-degree sexual abuse in March 2000 and
