Police went to 22 Texas Youth Commission facilities yesterday to investigate claims that young inmates were sexually abused and that agency officials covered it up.

Nassau police are investigating a family’s claims that their 13 year old emotionally disturbed son was sexually assaulted by his older roommate at MercyFirst, a Syosset center for troubled boys.  Complicating the case is the language of state child welfare law, which prevents state agencies from investigating so-called child abuse if the teens were acquaintances rather than family members.

According to a report set to be released today by Human Rights Watch and the American Civil Liberties Union, girls at New York’s two facilities for juvenile females are sexually and physically abused by staff and are denied mental health, educational and other rehabilitative services. A government study released today, found that sexual assaults and other illicit incidents of sexual contact are reported at juvenile prisons at 10 times the rate than at adult lockups.  The research found 10 reported incidents for every 2,000 youths at state-run juvenile facilities.  It was one reported incident for every 2,000 inmates at state-run adult prisons.  The study was done by the Justice Department’s Bureau of Justice Statistics.
