Joseph Locoteta, 20, and Salvadore Piccarillo, 19, from Bellmore, were arrested August 4 for allegedly plying a 15 year old girl with alcohol at a block party on July 25, then leading her to a basement apartment where they raped and sodomized her.  Both suspects have been charged with two counts of first degree criminal sexual act.  Piccarillo has also been charged with two counts of first degree rape.  Piccarillo, of 108 Chapman Avenue and Locoteta of 2273 Rose Place, were arraigned in First District court in Hempstead yesterday.  Locoteta
