William Shaw, a convicted sex offender, has been charged with sexually assaulting a 14 year oldgirl placed in his home by the state child protection agency. The Division for Children, Youth andFamilies and the state Parole Board knew he was on parole for felonious sexual assault when theyplaced the girl in his home. New Hampshire law prohibits sex offenders from working or volunteeringwith children. He molested the girl three times over as three week period in November/December1997. Four year old My Ly Nghiem was raped and murdered in Binghamton, New York on June 9,1995.  My Ly’s assailant had three prior convictions for molesting young children.  Hewas working in her building as a caretaker.
