Three male correction officers have been arrested on charges they sexually abused femaleprisoners at a federal prison in Brooklyn.

Prosecutors say one of the men, Carlos Richard Martinez, could face life in prison if he isconvicted of charges he repeatedly raped an inmate who he knew spoke minimal English, had fewvisitors and would eventually be deported.

According to the criminal complaint, Martinez was responsible for conducting rounds to identifyand deter staff sexual abuse and sexual harassment. He also educated staff regarding the PrisonRape Elimination Act (“PREA”) protocols and incidents.

Wayne County Prosecutor Kym Worthy’s office made the discovery in 2009,thousands of rape kits from so many sexual assaults, untested and uninvestigated, gathering dust ina Detroit police warehouse.  There were over 10,000 rape kits representing 10,000 cases wherewomen had reported but was sitting on the shelves and nobody cared.  The Attorney General’soffice will lend resources and funding to investigate and build the cases from the kits. Worthy’s office will prosecute.

A 17 year old Indian girl who was gang-raped committed suicide after police pressured her todrop the case and marry one of her attackers.  One police officer has been fired and anothersuspended over their conduct after the assault during the festival of Diwali on November 13. The teenager was found dead on Wednesday night after swallowing poison.  Before her death,there had been no arrests over her case although three people were detained on Thursday.  Twoof them were her alleged male attackers and the third was a suspected woman accomplice.
