GUILTY PLEA ON SEX WITH 16-YEAR-OLD

Owen Sinclair, a 46 year old former North Hempstead budget official, pleaded guiltyyesterday to having sex with a 16 year old girl who had told him by e-mail that she was 18. Sinclair, of Oceanside, pleaded guilty to endangering the welfare of a child.  He had facedmore serious statutory rape charges for having sex with the girl twice at a Lynbrook motel. He is expected to receive probation when he is sentenced May 27.  The girl, of Brooklyn, wascharged with criminal impersonation after repeatedly lying to police about her age and her case ispending.
