People who frequent the pool say they saw Kenney there regularly last summer. Some say he stuckout because he wore a full face of makeup, had his nails done and didn't have any children withhim.
Kenney was arraigned Monday and released to probation so he could undergo an immediatepsychiatric evaluation. He also signed an order of protection to stay away from the lifeguard.
