Acting after it was revealed that convicted sex offenders were receiving taxpayer-funded Viagra, Assemblyman James Tedisco (R-Schenectady), who co-sponsored the bill in the Democrat-dominated house, wants to deny penile implants to sexual predators, even if they pay for it themselves.  The proposal would deny any prescription drug or surgery to improve or restore penis function, whether it was paid for by the government funds, the convicted sex offender or private insurance, said Republican Senator Michael Balboni of Nassau County, a co-sponsor in the Republican controlled chamber.  The exception would be if the drug or surgery was needed to preserve the convict's life.
