SEX OFFENDER ACCUSED AGAIN (Charged with Raping Massachusetts Boy)

David S. Kelley assured wary parents in the suburb of Northboro they had no reason to worry, that he served his time for child molestation and had registered as a sex offender as required by law.  But today, the 43 year old man was charged with raping a little boy in town, he pleaded innocent.  Questions are now raised about the usefulness of registration laws that have been enacted across the country.  When he was released in 1996 after serving 10 years for child rape, he was classified by the state as the most serious type of sexual predator, which means he is considered a high risk to repeat his offense.  When he moved to Northboro, he assured residents he no longer posed a threat to children because of intensive therapy he received in prison.  He is now charged with raping a 4 year old boy in town and was ordered held without bail.
