SEX OFFENDER CONFINEMENT UPHELD

A state appeals court bolstered Governor George Pataki's effort to confine sex offenders who have served their sentences by ruling that 12 sex offenders he ordered moved from prison to mental hospitals last fall had been properly committed and did not have their constitutional rights violated.  Pataki hailed the decision.  We knew from the beginning that there are no special rights for sexual predators, despite what the lower court said, Pataki said.
