SEX OFFENDER GETS PROBATION AFTER ADMITTING TO SEXUAL CONTACT WITH JUVENILE AT N.J. ICE RINK

A registered sex offender has been sentenced to five years of probation after pleading guilty to a fourth-degree criminal sexual contact charge involving a juvenile in the pro shop of a New Jersey ice skating rink seven years ago.
Scott J. Bicking, 53, of Wenonah, was originally charged with aggravated sexual contact in 2018 after a man came forward alleging Bicking molested him in 2013.
The victim was a juvenile at the time and accused Bicking of repeatedly grabbing his genitals and buttocks, including putting his hand inside the teen’s pants while in the pro shop at Hollydell Ice Arena in Washington Township, Gloucester County.
Bicking, who co-owned the pro shop, was later indicted on the fourth-degree criminal sexual contact charge and entered his guilty plea in December. He was sentenced last week.
At the time Bicking was charged in this case, he was already serving a sentence in Delaware on sexual contact charges involving juveniles at another ice rink where he was co-owner.
Bicking was arrested in 2013 after two boys, ages 13 and 14, told police in Newark, Delaware, that he inappropriately touched them at the Pond Ice Arena in Newark.
During the investigation, two other boys, ages 11 and 12, stepped forward with similar claims.
He eventually faced numerous charges, including 41 counts of unlawful sexual contact with persons less than 18 years of age, continuous sexual abuse of a child, obscenity, obscene literature harmful to minors, sexual harassment and attempt to induce sexual contact.
He was sentenced to four and a half years in prison in 2015 after pleading no contest to two counts of unlawful sexual contact and one count of second-degree attempted unlawful sexual contact.
He was registered as a Tier 2 (moderate risk) sex offender upon his release from prison last year.
Under terms of his non-custodial sentence in the New Jersey case, Bicking must have no contact with the victim and comply with Megan’s Law conditions for sex offenders.
