Peter Foster, a 59 year old Level 2 sex offender Southold police had been searching for since March 2007, was arrested in May 2007 after a tip.  Foster was charged with two felony counts of failure to register with the New York State Sex Offenders Registry.  He was arraigned and ordered held on $1,500 bail.  Police said they received a tip that Foster was doing work at a home next to Cutchogue East School on Route 25 in Cutchogue.  In March, Southold Police were notified that Foster had not completed an annual address verification form.  Foster had a previous conviction for failure to register with the state last year.

Foster was arrested again on April 11, 2008, for failing to notify authorities of a change of address.  He is now homeless.  Since he has committed the same offense twice before, he has therefore been charged with a D felony under a law that went into effect last year.  He was arraigned in Southold Town Justice Court, where he pleaded not guilty and was held on $1,000 bail.
