Thomas Austin, a 41 year old repeat sex offender set to start classes this week at the College of Staten Island - whose campus is also home to a public high school, was told yesterday to stay home.   Austin, of Annadale, Staten Island, is a Level 3 sex offender, deemed the highest risk to commit another sex crime and has done two prison stints.  he was convicted on child sex act charges about a decade ago, he served about three years and was imprisoned again in 2004 for disseminating indecent material to a minor.
