Dustin Shrauger, a 21 year old convicted sex offender from the Binghamton area, was foundstaying with friends in their dorm room at a western New York community college.  Tioga CountySheriff's Office issued an arrest warrant Wednesday morning for Shrauger after he broke hisconditions of parole by leaving the county.  He is required to wear a GPS device to trackhim.  Shrauger was convicted in 2011 of raping a 6 year old child and is registered as a Level2 sex offender in New York State.  He is back in jail in Tioga County.
