TWICE-SOLD TWINS’ CALIF. ‘DAD’ IS JAILED IN KID-MOLEST CASE

Richard Allen, the 49-year-old would-be dad in the sensational tug-of-war case over twin babies adopted on the Internet is charged with molesting two baby-sitters.  The California man spent yesterday in a Rancho Cucamonga jail cell, in lieu of $100,000 bail on charges of lewd and lascivious acts on the 13 and 14-year-old sisters.  Investigators will try to determine if Allen harmed the twin babies.  The Allen's paid $6,000 and adopted the babies over the Internet last fall and when they allowed the birth mother, Tranda Wecker, to visit two months later, she took the babies from their house and then sold them through an Internet broker to Alan and Judith Kilshaw for $12,000.  The Kilshaws met Wecker in Arkansas and took the babies home in January to Britain where they have been placed in foster care until the mess is resolved.  Allen is scheduled to be arraigned today.
