ACS FOSTER ‘PERV’ (Agency gave kids to known molester: granny)

Jose Lozada is accused of molesting two girls from September 1999 through January 2000, thenages 5 and 6, by their grandmother who has slapped the city with a shocking civil suit, claimingthe ACS placed her granddaughters in a foster home with a known sex offender, who molested them.The woman says the Administration for Children's Services put the girls in the home of Lozada, whosexually assaulted, harmed, injured and abused them. He was charged with felony sexual abuse inconnection with the girls' complaints, but pleaded guilty to endangering the welfare of a child, amisdemeanor, in exchange for three years' probation. The city had placed the girls, who are now 11and 12, in Lozada's home through a Westchester-based child-placement agency, Leake & Watts,which also has been sued.
A Leake & Watts social worker knew that Lozada has been charged with sexual assault in 1977,but had pleaded guilty to disorderly conduct.
