COMPLAINT: SPRING GREEN TEACHER CHARGED WITH SEX CRIMES DATING BACK TO 1990s

SPRING GREEN, Wis. — A River Valley School District teacher has been charged with sex crimes dating back to the 1990s.
A criminal complaint alleges 63-year-old Michael Hill sexually assaulted a child in his home on multiple occasions during the summer of 1992.
Allegations were first investigated by the Spring Green Police Department in 1995, but no charges were filed. The case was re-opened last year.
The complaint, filed in Sauk County court on Wednesday, alleges that Hill, on multiple occasions, rubbed his penis against the victim while laying next to her. In interviews with police, the victim said the incidents happened “relatively frequently.”
In one instance, Hill allegedly touched the victim’s private area over her clothes while she was wearing a swimsuit.
The victim was 11 years old at the time.
During the initial 1995 investigation, a Spring Green Police Department detective interviewed Hill. During the interview, Hill admitted to rubbing the victim’s back one day when he got an erection. Officials said Hill admitted to thinking to himself “I can’t let anything happen.”
At the time, Hill told investigators the victim would squirm against his penis while the two laid next to each other as if she was trying to see what was there.
The Spring Green detective who interviewed the victim during the first investigation re-interviewed the victim in September 2020. She described the same types of incidents she did in 1995.
Records from a 1993 therapist appointment with the victim corroborated her allegations.
River Valley School District administrators confirmed Mr. Hill is on leave, but an employee through the end of the school year. The district administrator told News 3 Now via email that Hill will retire at the end of the year and is not returning to active work status.
Hill is charged with three counts of first-degree sexual assault of a child. Each charge carries a maximum penalty of 20 years in prison.
