Andrew Payne, Jr., 38, was arrest in Willacoochee, Ga., for one of the most notoriousunsolved crimes in recent local history.  Authorities said he committed a vicious sexualattack on a female jogger in Haile Plantation in 2008.  On May 21, 2008, a woman jogging on atrail near the intersection of Southwest 46th Boulevard and 94th Street, near the entrance to theIndigo Square neighborhood in Haile Plantation, was surprised by an armed man at about 6:30a.m.  The man grabbed and beat her, sexually battered her and escaped before another personheard her screams for help.  The case was helped by advances in DNA technology over the pastfour years.  Payne also has a lengthy criminal record.  He’s been charged with 16felonies, with four convictions, and 12 misdemeanor charges, with six convictions.
