Two teachers at a the Bedford Hills elementary school in Westchester have been suspended and their principal placed on paid leave while authorities try to determine if they failed to report a case of child abuse.  The suspect was identified as Cesar Joel Sagastume-Morales, a 27-year-old construction worker, who immigrated from Guatemala.  School officials refused to say whether the suspensions are connected to the alleged rape of a 9-year-old girl and it was not clear what role the educators may have had in the case.
