Possession, Manufacture, and Distribution of Child Pornography
According to the National Center for Missing and Exploited Children, child pornography has been defined under federal statute as a visual depiction of a minor (child younger than 18) engaged in sexually explicit conduct. Sexually explicit conduct includes various forms of sexual activity such as intercourse, bestiality, masturbation, sadistic or masochistic abuse, and lascivious exhibition of the genitals (18 USC 2256). It is illegal to possess, distribute, or manufacture these images.
Child Sex Tourism
According to the National Center for Missing and Exploited Children, child sex tourism is defined as traveling to a foreign country with the intent to engage in any sexual activity with a child younger than the age of 18. Individuals who partake in this illegal activity are subject to prosecution in the United States even if they committed the crime on foreign soil (18 USC 2423b).

Internet Information Help
The fields noted below apply only to child sexual exploitation occurring via the Internet (e.g., world wide web; chat rooms and Internet Relay Chat (IRC); Electronic mail (E-mail); listserves; and newsgroups).
Date and Time Accessed: Please provide the date and time you accessed the reported area of the Internet. Type in the date the incident occurred. Use the drop-down boxes to complete the appropriate time of the incident. Be sure to specify AM or PM.
Internet Location: Provide the Internet location. Below is a list of incident location types with a brief explanation of each.
Web Site/URL- A web site is a group of web pages that collectively represent a company, organization, or individual on the WWW. A group of web pages that have been developed together to present information on (a) specific subject(s) is also a web site.
Newsgroup- Newsgroups are centered around a discussion topic (e.g., rec.sport.soccer). Within these newsgroups, several discussions or threads take place on themes within the discussion topic.
FTP- File Transfer Protocol (ftp) is a standard for moving files from one computer to another.
IM/ICQ- Instant Messenger programs like ICQ and AIM (AOL® Instant MessengerSM) allow you to communicate in real time, chat, and send files with another user.
Unknown- Please select Unknown if you do not know where the incident occurred.
Chatroom/IRC- An area of the Internet where users can discuss in real time a wide array of topics.
E-mail- Electronic mail is a way of sending other people messages from a personal computer. It is a widely used facility on the Internet that basically sends addressed messages over a network.
Web Site/HTTP URL: Type in the address of the web site that displayed illegal material. In most browsers (e.g., Netscape, Microsoft® Internet Explorer) the address is located near the top of the screen. The address will begin with http or possibly ftp.
Chat room: name or location if not IRC: Type in the name of the chatroom in this field. Include the chat room provider's name (e.g., AOL, Yahoo® ) and, if applicable, include the name of the general chat area.
IRC Channel Name: Please provide the name of the channel where the alleged activity occurred. There are tens of thousands of channels in IRC, so please be specific.
IRC Server Name: Please type in the server you used to connect to IRC (e.g., DALnet: CA, ON, Toronto).
FServe Trigger: Please type the name or trigger used to access the FServe. Also please provide the channel name and server used to access the FServe.
HTTP/FTP Login: Some web sites and/or FTP sites require a login and password. Please provide this information, if applicable.
HTTP/FTP Password: Some web sites and/or FTP sites require a login and password. Please provide this information, if applicable.
E-mail/Newsgroup Header: Include the header information of the E-mail/newsgroup message of the alleged incident (e.g., usually when a message is sent to a newsgroup it contains personal and identifying information of the posting person). Include the expanded or full header.
