A Suffolk County man turned from Acting Supreme Court Justice Michael Mullen yesterday, discreetly pumped his fist and walked from the Riverhead courtroom, free at last and free for good from charges that he raped his own daughter 15 years ago when she was just 8.  He spent more than a dozen years in prison after a jury convicted him in 1988 of first degree rape and sodomy.  He was sentenced to 12 1/2 to 25 years in prison.  The US Second Circuit Court of Appeals threw out the conviction

James Jim Frank Vines, a 52 year old Lanett man, was arrested on three grand jury indictments for sexual abuse second degree, unlawful imprisonment and possession of obscene materials.  Vines, who lived across the street from Central Elementary School, was accused of sexual abuse by a Troup County juvenile.  The Lanett Police Department then obtained and executed a search warrant at his home where they found evidence of criminal sexual misconduct.

Until now, juveniles who had been convicted of sex crimes could have been forced to register as offenders under Megan’s Law but the New Jersey Supreme Court has ordered that juvenile sex offenders should have a chance to clear their records when they turn 18 by presenting evidence they do not pose a risk to others.  Authorities could seek to conduct limited or full-scale community notification if their risk of committing more offenses was deemed serious enough, regardless of the perpetrator’s age.

Nathaniel Richardson, a 52 year old Roosevelt man, was previously convicted of attempted sodomyand is now charged with another sex offense for repeatedly touching a 16 year old girl on herbehind. Richardson, who lives at 24 Ronald Place, knew the Hempstead girl’s family for years andwould do favors for them, such as driving the teenager to school. The unwanted touching had beengoing on for about a month when the girl finally told a classmate. Richardson served just over 2months for a 5 month attempted sodomy conviction in 1996, but the

Thomas Gibbons, a tenured special-ed teacher at William Taft HS in the Bronx, was accused of having sex with a student for years, starting when the girl was 15.  He admitted it on tape in 1995 but he is still teaching in a New York City public school.  In 1996, Gibbons was tried before arbitrator Margaret Leibowitz, the tapes in which he talks about sex with the girl were the smoking gun.  But Leibowitz, found the evidence insufficient and did nothing.  He now teaches at John F. Erik Williams, 21, is charged with trying to rape a woman who castrated him during the alleged attack.  He allegedly tried to force a 42 year old woman to perform a sex act on him and while they struggled, the woman bit off his testicles.  She turned over the testicles to officers at police headquarters.  William later arrived at Michael Reese Hospital and Medical Center with injuries matching the woman’s description.  The testicles could not be reattached.  He is listed in stable condition.
