Owen Sinclair, a 46 year old former North Hempstead budget official, pleaded guiltyyesterday to having sex with a 16 year old girl who had told him by e-mail that she was 18. Sinclair, of Oceanside, pleaded guilty to endangering the welfare of a child.  He had facedmore serious statutory rape charges for having sex with the girl twice at a Lynbrook motel. He is expected to receive probation when he is sentenced May 27.  The girl, of Brooklyn, wascharged with criminal impersonation after repeatedly lying to police about her age
