Prosecutors in Los Angeles County are barred from attending an upcoming parole hearing to oppose the release of a serial child rapist as part of a series of controversial reforms implemented by District Attorney George Gascon.

Ruben Beltran was convicted for the sexual assault of a girl, 6, and an 8-year-old boy. The pair are brother and sister, KTTV-TV, the Fox-owned station in Los Angeles reported. He has been imprisoned since 2004.

Beltran was a friend of the family, according to reports.

COUNCIL BLUFFS, Iowa (WOWT) — Today marks the 76th day Michael Brandstrom has been locked inside the county jail in Council Bluffs. He won’t be getting out anytime soon after admitting last week to kidnapping a 4-year-old girl who was wandering around his apartment complex in September and taking nude photos of her with his phone.

A fill-in Louisiana judge last week reportedly offered a convicted rapist the possibility of a reduced sentence — if his victim agreed to a $150,000 payout.

State District Judge Bruce Bennett gave 44-year-old Sedrick Hills the option — if the victim consented — to pay up to get out early. Speaking at Hills’ Thursday sentencing hearing, Bennett described the rape as reprehensible and ordered him to serve 12 years in prison, reportedly making the strange monetary offer afterward.

Rules that mean some victims of childhood sex abuse are denied compensation must be changed, MPs have told the Victoria Derbyshire programme.
Those with an unspent criminal conviction or victims deemed to have “consented” to abuse despite being a child, are among those denied payouts.
Victims also have to claim within two years of reporting abuse, described by MPs as an “unrealistic timeframe”.
The Ministry of Justice has launched a review into the compensation system.

The streets of Spain were filled with protesters – mostly women of all ages – on Monday as they demanded the country’s laws be changed after five men were acquitted of raping an unconscious 14-year-old girl.
