After taking the surgery into consideration, a judge sentenced, Carl Roberts Jr., a childmolester who was voluntarily castrated to make sure he never again would commit a sex offense, tonearly 13 years in prison. Roberts could have received up to 21 years in prison but Circuit JudgeG. Robert Barron told him he was glad that you took that step but said castration wasn’t theanswer to all of his problems. Vincent Alvarez, a 32-year-old New York City detective was arrested yesterday and charged with illegally possessing child pornography. He ordered the pornography from a bogus company that was part of a police and Postal Service sting last May when an investigator mailed him a list of videotapes and an order form, and the detective ordered three child-pornography tapes from the list. After a court ruling this week struck down part of the law regulating sex convicts, the FBI may have to step in and run Massachusetts’ beleaguered sex offender registry and notification system. In issuing his ruling, a court decision eliminated a provision of the state law that had required sex offenders to preregister with the state for a hearing on how dangerous they were to the community. Relying on a 1998 decision by the state’s Supreme Judicial Court that held all sex offenders have the right under the state constitution
