William Osterer, was arrested yesterday and charged with criminal contempt in the second degree for allegedly violating a court order of protection.  Osterer, who ran unsuccessfully as a Democrat for the 21st State Assembly District in 1990, surrendered to authorities about 8 a.m.  He was arraigned in First District Court in Hempstead yesterday.  The amount of bail set and whether he was released could not be determined last night.  Osterer was arrested in 1996 on charges he sexually abused two girls, ages 10 and 8, who were visiting his home.

The Journal of the American Medical Association reports that the number of young children killed by their parents or caregivers is underreported by nearly 60 percent.  The study is based on an analysis of North Carolina records but the results reflect the situation nationwide.  According to the Associated Press, caregivers commit 85 percent of the homicides of children 10 and under and strangers are the killers only 3 percent of the time.

Stan Feinstein, 61, a Brooklyn foster father was arrested Monday night, accused of routinely molesting his 10 year old adopted son.  Feinstein had been investigated and cleared of a similar allegation earlier this year.  The boy was adopted in 1997 and before the adoption, the boy had lived with Feinstein for several years as a foster child.  Feinstein has denied the allegations.  He has had at least a half dozen children in his care since 1983.  Investigators are checking whether any of the other children reported sexual abuse.  Feinstein is
