Manhattan Federal Judge Denny Chin ruled yesterday that some 4,400 convicted sex offenders should be dropped from the Megan’s law list and left free to live wherever they want without their addresses being made available to the public.  In his ruling, he said it was unfair for the state to try to change Megan’s law to keep Level 1 and 2 offenders on the list longer.  State officials said unless the ruling is stayed, 3,000 offenders would immediately be free from the public notification requirements passed under Megan’s law in

Mark Hulett, 34, of Williston, Vermont, confessed to repeatedly raping a girl over a four-year period, beginning when she was 7 years old.  Claiming he no longer believes in punishment, Judge Edward Cashman issued a 60-day sentence to Hulett and disagreed with prosecutors who thought Hulett deserved eight to 20 years in prison.  Cashman said he’s more concerned now about rehabilitation and wants to make sure Hulett gets sex-offender treatment.  Under Department of Corrections classification, however, Hulett is considered a low-risk for re-offense, which means he doesn’t qualify for in-prison
