Marine Lance Corporal Kenny K. Titcomb, a 19-year-old US marine, was sentenced to a two-yearjail term for molesting a Japanese schoolgirl in a crime, which fueled protests against the USmilitary and cast a cloud over a leaders’ summit. According to the Justice Department’s Bureau of Justice Statistics, while the overall violent crime rate fell 10 percent, incidents of rape rose 20 percent and sexual assault more than 33 percent between 1998 and 1999. Paul Perez, 20, is a convicted child molester. He pleaded guilty in 1999 to abusing his own niece, who was then younger than 11. He was sentenced to five years’ probation and put on the state’s list of high-risk sexual predators while living in apartment building. Sam Gaynor lives in an apartment two floors below Perez with his three daughters. Nobody ever told Gaynor about Perez, who lived for months in the Bruce Avenue apartment. Charles Jaynes, 25, and Salvatore Sicari, 24, were convicted in the molestation and murder of 10 year old Jeffrey Curley of Cambridge in 1997. Jaynes allegedly viewed the North American Man/Boy Love Association Web site shortly before the murder and also had NAMBLA publications. The funding was secured by Engelbright and Lack through the Division of Criminal Justice Services, the state agency responsible for administering Megan’s Law in New York. Parents For Megan’s Law will use this funding for the expansion of their Resource and Support Center, which is headquartered in Stony Brook.
