If written into law this bill would require that individuals convicted of these additional sex offenses and sexually violent offenses be compelled to register under the provisions of the Sex Offender Registration Act.
Amber’s Law, named for 9 year old Amber Hagerman of Texas, imposes a life-without-parole sentence for the murder of a child under 14 during a sexual assault, imposed on repeat offenders. Reverend Dennis Lamar Fields, a 53 year old Mobile County preacher, was convicted last yearafter a man testified that he took lewd photos of him when he was a nine year old child. The mantestified that he called police 20 years later when his own nine year old son revealed that Fieldshad begun molesting him. The Alabama Court of Criminal Appeals has upheld Field’s conviction and 23year prison sentence in the sexual abuse of the father and son.
