A government study released yesterday has found that sex offenders are less likely to be rearrested after their release from prison than other criminals.  The Justice Department study of 9,691 men convicted of rape, sexual assault and child molestation who were released in 1994 found that 43 percent were arrested for any type of crime within three years, compared with 68 percent for all other former inmates.  The study found 53 percent of sex offenders were arrested for another sex crime after their release.  The study examined prison releases in

According to a top Probation Department official, the city is putting more than 600 pedophiles under a strict curfew for Halloween.  First Deputy Commissioner Richard Levy, testifying before the City Council, said that his agency will launch a Halloween Initiative – similar to a program quietly begun last year that prohibits probationers who are pedophiles from participating in trick-or-treat festivities.

A 14 year old boy sexually assaulted another student, a 14 year old girl, at Tottenville High School.  The boy, whose name was not released, attacked the girl in a stairwell of the school on Luten Avenue and Deisius Street around 9 am October 8.  The girl told her mother, who notified authorities.  The boy was charged with sodomy.

A small army of sex offenders slated for release from state prisons in the next two months is cause for concern.  Among 2,200 convicts to be set free before November 20 are 78 rapists, sex abusers and pedophiles.  Among them are:

– Dennis Chester, a 45 year old Brooklyn rapists, who is slated for release on September 9 after serving 19 years for raping at least four women over two years dating back to 1981.  He talked his way into his victims’ homes before beating, sodomizing and raping them.

Police yesterday released a sketch of a young man they’re seeking on charges of fondling two boys in separate incidents in Harlem and The Bronx.  The assailant groped an 11 year old boy after accosting him in an apartment building on Frederick Douglass Boulevard around 5 pm on June 25 then fled.  On August 30 around 4:30 pm he sexually abused an 8 year old boy in a Morris Heights apartment building on Carroll Place before fleeing.  The man is described as skinny, 6 feet tall, black and between 18

Nathan Pettiford, 34, has been arrested for groping a girl in two separate incidents at an undisclosed location in Staten Island.  Between May 1 and June 30, he allegedly put his hands on the child’s waist and asked her if she was wearing panties and then fondled her.  He also allegedly warned her not to tell her grandfather.  Pettiford was charged with sexual abuse, forcible touching and endangering the welfare of a child.
