Exhibitionists should not be considered simply a bother by the criminal-justice system,because they have a fairly high recidivism rate.  Also, some eventually engage in more serioussexual offenses than exposing themselves.  A new Canadian study has revealed thatexhibitionists are often viewed as nuisances who get a thrill out of exposing themselves andshocking onlookers.  However, many are not as innocuous as some people may think.  Thestudy included 208 male exhibitionists who were assessed at the Royal Ottawa Hospital SexualBehaviors Clinic between 1983 and 1996.  They were determined to be

Louis W. Fappiano, a 24 year old Connecticut man, was arrested yesterday for abusing a 14 year old Long Island girl he first met in an online game room more than a year ago.  Fappiano, of 8 Lakeview Ave, West Haven, was arrested and charged with first degree sexual abuse, third degree sexual abuse and endangering the welfare of a minor.  He drove from Connecticut to Suffolk County in July of this year to meet the girl in person.

Lawmakers across Long Island are responding to heightened community concerns about sex offenders by proposing legislation that would more strictly govern where they live and how they are monitored.  In Suffolk, county legislators are considering four proposals that would increase restrictions on offenders and the landlords who house them and notify victims when an offender violates probation.  In Nassau, Long Beach and East Rockaway have moved to tighten prohibitions on where sex offenders reside.  East Rockaway voted to prohibit offenders from living within 1,000 feet of areas where children congregate.

Wesley Harris, a 32 year old former school board candidate and youth football coach from Wyandanch, has been charged with raping an underage girl.  He was arrested November 1st and arraigned the following day with one count of second degree rape.  He allegedly raped the girl, who is under the age of 15, on Halloween night at his residence.  Harris pleaded not guilty and bail was set at $25,000 cash or $50,000 bond.

A federal judge yesterday blocked enforcement of a ballot measure designed to crack down on sex offenders, ruling that the law was unconstitutional just a day after voters overwhelmingly approved it.  The so-called Jessica’s Law prohibits registered sex offenders from living within 2,000 feet of a school or park, effectively banning parolees from any California cities.

Town Councilwoman Patricia Biancaniello has decided to spearhead an effort to notify residents of all construction work done in their areas after two abductions in Smithtown neighborhoods last month and a conversation with a concerned citizen about child safety.  Neither abduction was related to construction crews but the initiative would provide information about the presence of outsiders in neighborhoods.  The effort would require the town to post a list of areas where work is being done by laborers, including road, sidewalk and other construction work done by both contractors and
