The Suffolk Legislature yesterday began addressing heightened concerns in some communities about sex offenders by unanimously adopting two bills and introducing legislation that would expand notification requirements when an offender moves into a neighborhood.  Lawmakers approved a resolution that would require the Suffolk probation department to tell victims and /or their legal guardians when a registered sex offender absconds from supervision.  The lawmakers also approved a measure to prohibit county departments and contractors from participating in the placement of more than one offender in a dwelling.  It seeks to reduce

Lawmakers across Long Island are responding to heightened community concerns about sex offenders by proposing legislation that would more strictly govern where they live and how they are monitored.  In Suffolk, county legislators are considering four proposals that would increase restrictions on offenders and the landlords who house them and notify victims when an offender violates probation.  In Nassau, Long Beach and East Rockaway have moved to tighten prohibitions on where sex offenders reside.  East Rockaway voted to prohibit offenders from living within 1,000 feet of areas where children congregate.

A federal judge yesterday blocked enforcement of a ballot measure designed to crack down on sex offenders, ruling that the law was unconstitutional just a day after voters overwhelmingly approved it.  The so-called Jessica’s Law prohibits registered sex offenders from living within 2,000 feet of a school or park, effectively banning parolees from any California cities.

Advocates and a Queens councilman said yesterday that city agencies should do monthly sweeps ofpublic housing to ferret out sex offenders living under the radar and notify residents when theyevict one. Over 200 registered sex offenders were illegally living in public housing units, givingthem easy access to kids and vulnerable families.

Babylon town officials recently started using a mapping system to enforce a county residency restriction law and promptly discovered the vast majority of offenders in town are living closer than allowed by law to places where children congregate.  Of the town’s 56 Level 2 and 3 sex offenders, or moderate and high-risk offenders, the mapping system shows 41 live within a quarter-mile of such places as schools, playgrounds, date care centers and parks.  All but one of those offenders had moved into their residences before June, when the legislation was

Britain said yesterday it will send jailers to remote Pitcairn Island in the Pacific, where six people, a tenth of the population, lost their final appeal against convictions for child rape and indecent assault.  The failed appeal was to Britain’s Privy Council.  Four men were found guilty of rape and sentenced to between two and six years jail.  Two others were convicted of indecent assault and sentenced to community service.
